SFO Initiative: How Embedded Workforce Hubs Are Transforming Access to Aviation Careers

What the Initiative Is:

The SFO Initiative is a comprehensive workforce development program embedded on-site at San Francisco International Airport. It provides job seekers access to training and career opportunities spanning every role at the airport, from curbside services to cockpit positions. This initiative prioritizes outreach to underrepresented groups, particularly Hispanic workers, to create a more inclusive and diverse workforce.

The program focuses on breaking down barriers to employment by offering accessible, localized support and training directly at the airport. By embedding workforce resources on-site, participants can engage in tailored services and connect to real-time job opportunities in the aviation sector.

What We’ve Learned:

Embedding workforce services on-site creates a seamless connection between job seekers and employers, significantly increasing engagement. Participants appreciated the convenience and immediate access to career pathways. Employers highlighted the value of having workforce resources readily available to address hiring needs and upskill their workforce.

Targeted outreach to underrepresented groups revealed the importance of culturally competent engagement strategies. By focusing on specific populations, the initiative not only improved diversity but also demonstrated the value of intentional inclusion efforts in the aviation industry.

How It Shapes the Future:

This pilot illustrates the potential of embedding workforce services in industry hubs. Moving forward, we will explore replicating this model in other sectors, particularly those with significant workforce demands and diverse job opportunities. Future investments will focus on scaling on-site workforce hubs, developing specialized training programs, and expanding outreach to underrepresented groups to ensure that workforce systems remain inclusive, responsive, and aligned with employer needs.

By building on the insights from the SFO Initiative, we aim to create a workforce development model that integrates seamlessly into the industries and communities it serves, creating accessible pathways to high-quality employment.
